{"id":30428,"date":"2025-05-21T15:04:23","date_gmt":"2025-05-21T15:04:23","guid":{"rendered":"https:\/\/store.wattsc.com\/?p=30428"},"modified":"2025-05-21T15:04:23","modified_gmt":"2025-05-21T15:04:23","slug":"politiques-nationales-de-transition-energetique-et-mobilite-durable-2015-2025","status":"publish","type":"post","link":"https:\/\/store.wattsc.com\/?p=30428","title":{"rendered":"Politiques nationales de transition \u00e9nerg\u00e9tique et mobilit\u00e9 durable (2015-2025)"},"content":{"rendered":"<h1 class=\"\" data-start=\"55\" data-end=\"154\">Le Maroc \u00e0 l\u2019\u00e8re de la mobilit\u00e9 \u00e9lectrique : politiques, ambitions et transformations (2015\u20132025)<\/h1>\n<h2 class=\"\" data-start=\"156\" data-end=\"212\">Un engagement national fort pour une transition verte<\/h2>\n<p class=\"\" data-start=\"214\" data-end=\"745\">Depuis 2015, le Maroc s\u2019est engag\u00e9 dans une transition \u00e9nerg\u00e9tique ambitieuse. \u00c0 travers sa Strat\u00e9gie Bas Carbone 2050 et ses contributions d\u00e9termin\u00e9es au niveau national (NDC), le Royaume s\u2019est fix\u00e9 comme objectif une r\u00e9duction de 45,5\u202f% de ses \u00e9missions de gaz \u00e0 effet de serre d\u2019ici 2030. Cette transition repose sur quatre piliers\u202f: le d\u00e9veloppement massif des \u00e9nergies renouvelables, l\u2019\u00e9lectrification des transports et de l\u2019industrie, la durabilit\u00e9 des \u00e9cosyst\u00e8mes agricoles, et l\u2019\u00e9mergence de villes sobres et intelligentes.<\/p>\n<h2 class=\"\" data-start=\"747\" data-end=\"798\">\u00c9nergies renouvelables et efficacit\u00e9 \u00e9nerg\u00e9tique<\/h2>\n<p class=\"\" data-start=\"800\" data-end=\"1233\">D\u00e8s la COP21, le Maroc a annonc\u00e9 porter \u00e0 52\u202f% la part des \u00e9nergies renouvelables dans sa capacit\u00e9 \u00e9lectrique install\u00e9e d\u2019ici 2030. Cela implique l\u2019ajout de plus de 10\u202fGW de nouvelles capacit\u00e9s solaires, \u00e9oliennes et hydrauliques. Parall\u00e8lement, une strat\u00e9gie d\u2019efficacit\u00e9 \u00e9nerg\u00e9tique vise \u00e0 r\u00e9duire de 20\u202f% la consommation \u00e9nerg\u00e9tique primaire, avec des objectifs sectoriels concrets dans les transports, l\u2019industrie et le b\u00e2timent.<\/p>\n<h2 class=\"\" data-start=\"1235\" data-end=\"1277\">La mobilit\u00e9 \u00e9lectrique des particuliers<\/h2>\n<p class=\"\" data-start=\"1279\" data-end=\"1786\">En mati\u00e8re de mobilit\u00e9 propre, le Maroc s\u2019est dot\u00e9 en 2021 d\u2019un Plan national de d\u00e9veloppement de la mobilit\u00e9 \u00e9lectrique, visant 150\u202f000 v\u00e9hicules \u00e9lectriques en circulation d\u2019ici 2030. L\u2019objectif est de faire en sorte qu\u2019un v\u00e9hicule neuf sur cinq vendu en 2026 soit \u00e9lectrique. Des primes \u00e0 l\u2019achat, des exon\u00e9rations fiscales et des taux pr\u00e9f\u00e9rentiels de financement sont propos\u00e9s pour stimuler la demande. Les mod\u00e8les low-cost (moins de 150\u202f000 MAD) sont \u00e9galement encourag\u00e9s pour \u00e9largir l\u2019accessibilit\u00e9.<\/p>\n<p class=\"\" data-start=\"1788\" data-end=\"2088\">L\u2019industrie automobile nationale accompagne cette dynamique. Les usines Stellantis \u00e0 K\u00e9nitra et Renault \u00e0 Tanger produisent d\u00e9j\u00e0 des v\u00e9hicules \u00e9lectriques ou \u00e9lectrifiables. Des investissements suppl\u00e9mentaires sont pr\u00e9vus pour assembler des mod\u00e8les \u00e9lectriques de plus grande taille \u00e0 partir de 2026.<\/p>\n<h2 class=\"\" data-start=\"2090\" data-end=\"2139\">Transports publics et mobilit\u00e9 urbaine durable<\/h2>\n<p class=\"\" data-start=\"2141\" data-end=\"2476\">Le Maroc int\u00e8gre \u00e9galement la mobilit\u00e9 \u00e9lectrique dans ses politiques de transport public. D\u2019ici 2030, un parc de 7\u202f000 nouveaux bus sera mis en service, dont environ la moiti\u00e9 seront \u00e9lectriques. Les villes de Casablanca, Rabat, Marrakech et Tanger renforcent leurs r\u00e9seaux de tramway, bus \u00e9lectriques et bus \u00e0 haut niveau de service.<\/p>\n<p class=\"\" data-start=\"2478\" data-end=\"2770\">Marrakech d\u00e9veloppe son r\u00e9seau de busway avec des v\u00e9hicules propres, tandis que Casablanca \u00e9tend son tramway et \u00e9lectrifie une partie de sa flotte de bus. Ces projets s\u2019inscrivent dans la vision plus large de \u00ab villes intelligentes \u00bb, soutenue par l\u2019\u00c9tat dans le cadre de sa strat\u00e9gie climat.<\/p>\n<h2 class=\"\" data-start=\"2772\" data-end=\"2818\">D\u00e9ploiement des infrastructures de recharge<\/h2>\n<p class=\"\" data-start=\"2820\" data-end=\"3116\">Le Maroc vise l\u2019installation de 2\u202f500 points de recharge publics d\u2019ici 2026 et jusqu\u2019\u00e0 30\u202f000 d\u2019ici 2030. Des subventions couvrent jusqu\u2019\u00e0 50\u202f% du co\u00fbt d\u2019installation des bornes domestiques. Le r\u00e9seau autoroutier principal (Tanger-Agadir) est en cours d\u2019\u00e9quipement avec des bornes tous les 25 km.<\/p>\n<p class=\"\" data-start=\"3118\" data-end=\"3444\">Les d\u00e9marches administratives pour l\u2019installation des bornes ont \u00e9t\u00e9 simplifi\u00e9es et la r\u00e9glementation autorise leur d\u00e9ploiement sur voirie publique, parkings ou copropri\u00e9t\u00e9s. Le gouvernement soutient \u00e9galement l\u2019\u00e9mergence d\u2019un r\u00e9seau national de recharge rapide (DC &gt; 150 kW) en partenariat avec des acteurs publics et priv\u00e9s.<\/p>\n<h2 class=\"\" data-start=\"3446\" data-end=\"3492\">Une fili\u00e8re industrielle verte en \u00e9mergence<\/h2>\n<p class=\"\" data-start=\"3494\" data-end=\"3866\">L\u2019industrie automobile marocaine ambitionne de devenir un hub r\u00e9gional de la mobilit\u00e9 \u00e9lectrique. En 2023, plus de 535\u202f000 v\u00e9hicules ont \u00e9t\u00e9 produits au Maroc, g\u00e9n\u00e9rant plus de 13\u202fmilliards USD d\u2019exportations. Le pays mise d\u00e9sormais sur la fabrication locale de composants cl\u00e9s comme les batteries et les moteurs \u00e9lectriques, en visant une int\u00e9gration locale jusqu\u2019\u00e0 80\u202f%.<\/p>\n<p class=\"\" data-start=\"3868\" data-end=\"4164\">Des plateformes industrielles d\u00e9di\u00e9es et des centres de recherche comme IRESEN ou le Green Energy Park soutiennent la production de bornes, batteries et technologies associ\u00e9es. Le Maroc capitalise sur ses ressources mini\u00e8res (phosphates, cobalt) pour d\u00e9velopper une fili\u00e8re compl\u00e8te de batteries.<\/p>\n<h2 class=\"\" data-start=\"4166\" data-end=\"4217\">Fiscalit\u00e9 incitative et mesures d\u2019accompagnement<\/h2>\n<p class=\"\" data-start=\"4219\" data-end=\"4287\">Le cadre fiscal est particuli\u00e8rement favorable \u00e0 l\u2019\u00e9lectromobilit\u00e9 :<\/p>\n<ul data-start=\"4288\" data-end=\"4632\">\n<li class=\"\" data-start=\"4288\" data-end=\"4353\">\n<p class=\"\" data-start=\"4290\" data-end=\"4353\">Exon\u00e9ration ou r\u00e9duction de la taxe de circulation pour les VE.<\/p>\n<\/li>\n<li class=\"\" data-start=\"4354\" data-end=\"4418\">\n<p class=\"\" data-start=\"4356\" data-end=\"4418\">R\u00e9duction ou suppression des droits de douane \u00e0 l\u2019importation.<\/p>\n<\/li>\n<li class=\"\" data-start=\"4419\" data-end=\"4482\">\n<p class=\"\" data-start=\"4421\" data-end=\"4482\">TVA r\u00e9duite \u00e0 10\u202f% sur les petits v\u00e9hicules dits \u00e9conomiques.<\/p>\n<\/li>\n<li class=\"\" data-start=\"4483\" data-end=\"4537\">\n<p class=\"\" data-start=\"4485\" data-end=\"4537\">Subventions directes \u00e0 l\u2019achat (jusqu\u2019\u00e0 10\u202f000 MAD).<\/p>\n<\/li>\n<li class=\"\" data-start=\"4538\" data-end=\"4587\">\n<p class=\"\" data-start=\"4540\" data-end=\"4587\">Aides pour l\u2019installation de bornes \u00e0 domicile.<\/p>\n<\/li>\n<li class=\"\" data-start=\"4588\" data-end=\"4632\">\n<p class=\"\" data-start=\"4590\" data-end=\"4632\">Cr\u00e9dits verts avec des taux pr\u00e9f\u00e9rentiels.<\/p>\n<\/li>\n<\/ul>\n<p class=\"\" data-start=\"4634\" data-end=\"4869\">Les collectivit\u00e9s territoriales participent aussi \u00e0 l\u2019effort en int\u00e9grant des crit\u00e8res environnementaux dans les appels d\u2019offres, en soutenant les transports publics propres, ou encore en promouvant des ZFE (zones \u00e0 faibles \u00e9missions).<\/p>\n<h2 class=\"\" data-start=\"4871\" data-end=\"4899\">R\u00e9sultats et perspectives<\/h2>\n<p class=\"\" data-start=\"4901\" data-end=\"5223\">\u00c0 mi-2025, le Maroc comptait plus de 2\u202f400 VE immatricul\u00e9s au premier semestre, soit une progression de +132\u202f% par rapport \u00e0 2024. Le parc de bornes publiques d\u00e9passe les 800 unit\u00e9s. Le taux de p\u00e9n\u00e9tration des v\u00e9hicules \u00e9lectriques augmente rapidement et les investissements industriels dans la fili\u00e8re verte s\u2019acc\u00e9l\u00e8rent.<\/p>\n<p class=\"\" data-start=\"5225\" data-end=\"5574\">D\u2019ici 2030, le Royaume vise \u00e0 r\u00e9duire fortement les \u00e9missions du secteur transport, \u00e0 renforcer sa souverainet\u00e9 \u00e9nerg\u00e9tique et \u00e0 devenir un leader r\u00e9gional de la mobilit\u00e9 durable. La Coupe du Monde 2030, coorganis\u00e9e par le Maroc, devrait constituer un catalyseur pour les grands projets d\u2019infrastructure et de transport propre dans les villes h\u00f4tes.<\/p>\n<hr
